You can create a selection variant for Cost Elements using Program RKKOASEL or create from KA23 Transaction. Here you can apply filter to only include cost elements of the category 11 & 12. Then you can use the same selection variant in any standard report to display Statistical Vales posted to the Cost Center etc.
